The development and completion of a tank was and is a complex. In all phases of development small defects naturally come to light and sometimes more serious failures. After the first pre-series Panther models were built, as normal there followed a thorough examination on the testing grounds and if possible also with the troop units. These tests were supervised by engineers who worked with the units to document the results. These results then flowed into vehicle development before mass production began. As an indication, this took two years for the PzKpfw III. But this process was not maintained in the case of the Panther, as it had only been available for a year. Up until the end of July 1943, pre-production series vehicles were leaving the factory without testing or trials.

After delivery to the units the Panther was found to be unfit for front-line duty. After receiving the first vehicles, PzAbt 51 found hundreds of faults, both large and small, which they listed:

•Leaking fuel tanks due to defective welded seams

•Numerous engine fires due to defective fuel pumps

•Transmission defective: final drive units and gearbox fail

•Some torsion bars too weak

•Amphibious travel not possible on account of defects

•Major ventilation problems in the engine compartment on account of measures needed to seal it against the ingress of water when submerged

•The hatches for the driver and wireless operator obstruct the turret, further work essential

•Exhaust fumes in the turret, insufficient ventilation

To get the 200 Panthers requested for Operation Citadel by the time specified, a comprehensive redesigning and modifications programme was necessary. In order not to interrupt production, the Panthers which had been delivered were sent in small batches to DEMAG where they were gradually upgraded.
